Electronic Appraisal Delivery (EAD) Portal Services

The purpose of this Amendment is as follows:

To provide the Government's response to industry questions.

(a) The Government's response to industry question is provided on page 3, herein.

(b) Attachment 0001 - Performance Work Statement has been updated.

(c) Attachment 0002 - Price Schedule is revised. Offerors shall complete and submit Attachment 0002 - Price Schedule Revised instead of Attachment 0002 - Price Schedule.

(d) AS-2102 Limitation on Size of Technical Proposal is revised.

This solicitation document is issued as a Request for Proposal (RFP). The U. S. Department of Housing and Urban Development (HUD), HUD’s Office of Single Family Housing (SFH), Program Development Division located in Washington, D.C., has a requirement for Electronic Appraisal Delivery (EAD) Portal Services. The Contract shall provide an industry tested and recognized transaction based electronic appraisal delivery portal with approved government Mortgagees and service providers. The Contractor shall provide a solution that will configure and align appraisals and appraisal information into the FHA environment. The solution shall be existing; have been industry tested; and is industry recognized. The Government is not seeking subscription services from an Offeror whose web-based Software as a Service (SaaS) applications, for EAD Portal Services, are still under development. The Offeror’s commercial web-based SaaS subscription service shall have applications that are operational (i.e., not under development), functional (i.e., able to provide and support basic business processes listed in section 5 of the Performance Work Statement (PWS)), and generally available by the due date of the proposal. Only one (1) award is anticipated as a result of this solicitation.

This procurement is being competed on a full and open competitive basis utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Products and Commercial Services in conjunction with FAR Part 15 - Contracting by Negotiation, as supplemented by HUD Acquisition Regulation (HUDAR) Part 2415. The Government intends to award a Firm Fixed Price (FFP) contract. The anticipated period of performance for this requirement consists of a 1-year base period [(August 1, 2023 – July 31, 2024) includes a 6-month transition-in period (August 1, 2023 – January 31, 2024) with four 1-year option periods. The applicable NAICS Code is 541519 “Other Computer Related Services” with a small business size standard of $34 million.
