Description

This is a Sources-Sought announcement only for informational and planning purposes and does not constitute a solicitation.  This Request for Information (RFI) is issued to accomplish market research and support planning for the below listed requirement.  The Government will not pay for any information or reimburse any costs incurred in responding to this RFI. 

All information submitted in response to this announcement is voluntary.  Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP) or Invitation for Bid (IFB), if any is issued.  If a solicitation is released, it will be listed on the SAM.gov website.  It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The Vermont National Guard is seeking Water Boiler manufacturers that must comply with FAR Clause 52.225-9 Buy American-Construction Materials (Nov 2021) and as referenced below:

GENERAL AND TECHNICAL REQUIREMENTS.

EQUIPMENT CATEGORY : Boiler for heating water.

INPUT RATING : 250-450 MBH.

MOUNT : Rack Mount.

CONNECTIONS : Hot water supply and return on bottom. Condensate on bottom. Gas on top or bottom.

TURNDOWN : 5:1 minimum.

FLUE : Category 4 sealed combustion, top connections.  Common vent capable.

HEAT EXCHANGER : Stainless or Aluminum.

FUEL : Natural Gas.

WARRANTY : 10 Year.

CONTROLS : Wired cascading with Modbus IP, Modbus RTU, LonWorks FT-10, or BacNet IP uplink.

EFFICIENCY : 95% Condensing minimum.

REGULATORY : Low NOx emission. BAA Compliant. AHRI Certified.

Tube : Fire tube or water tube.

BUY AMERCIAN ACT (BAA) REQUIREMENTS;

Boilers must comply with FAR Clause 52.225-9 – Buy American-Construction Materials in which a preference for domestic construction materials  mined, produced or manufactured in the United States.

    (2) For construction material that consists wholly or predominantly of iron or steel or a combination of both, a construction material manufactured in the United States if the cost of foreign iron and steel constitutes less than 5 percent of the cost of all components used in such construction material. The cost of foreign iron and steel includes but is not limited to the cost of foreign iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the construction material and a good faith estimate of the cost of all foreign iron or steel components excluding COTS fasteners. Iron or steel components of unknown origin are treated as foreign. If the construction material contains multiple components, the cost of all the materials used in such construction material is calculated in accordance with the definition of "cost of components".
