Description

The Department of Veterans Affairs (VA) is continuing to conduct market research, seeking capable sources that are classified and registered at https://www.vetbiz.va.gov/vip/ as either Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) that are interested in leasing space to the Department of Veterans Affairs. Respondents are advised that the Government assumes no responsibility to award a lease based upon responses to this advertisement. The U.S. Department of Veterans Affairs seeks Non-Binding Shell Rental Rates for 19,764 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area (ABOA) Square Feet of Medical Clinic Space in the area of Bloomington, IN. Background: On June 16, 2016, the U.S. Supreme Court ruled that, consistent with Public Law 109-461 (38 U.S.C. §§ 8127 and 8128), VA shall award contracts based upon competition restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) when a Lease Contracting Officer (LCO) has a reasonable expectation, based on market research, that two or more firms listed as verified in Vendor Information Pages (VIP) database are likely to submit offers and an award can be made at a fair and reasonable price for the best value to the United States. This is known as the VA Rule of Two In an effort to comply with the requirements of this decision, the VA is conducting continued Market Research to determine if the SDVOSBs/VOSBs identified in response to the prior Sources Sought Notice are qualified and capable of performing the requirement(s) at a fair and reasonable price. Network Contracting Office 10, Indianapolis is providing, via public notice, to qualified SDVOSBs, a copy of the draft Request for Lease Proposal (RLP) to request preliminary shell pricing based on VA s general space needs for the project. VIP registered SDVOSBs are encouraged to submit non-binding SHELL RENT PRICING based on the requirements of the attached DRAFT RLP and associated DRAFT EXHIBITS.
