Description

The Federal Emergency Management Agency (FEMA) has a potential need for a state licensed armed security guard contractor in the state of Minnesota.  As part of our market research, we are seeking input from qualified interested firms, particularly firms qualified for FAR Part 19 socioeconomic programs, to determine if enough competition exists for a possible FAR Part 19 set-aside.  Firms not qualified for a FAR Part 19 program may respond.

In accordance with FAR Part 26.202-1 this opportunity is reserved for qualified firms meeting the definition of Local Frim in FAR 52.226-3.  All federal contractors are required to be registered in the Federal government System for Award Management (SAM.gov) and not be on an exclusions list; all entities not currently registered are encourated to contact their local Small Business Developement Center (SBDC) or Small Business Administration (SBA) office for registration assistance.

The local area for this requirement is defined as The Minnesota Counties of Aitkin, Big Stone, Cass, Chippewa, Cottonwood, Douglas, Grant, Kandiyohi, Lac Qui Parle, Lincoln, Morrison, Nobles, Pope, Redwood, Renville, Stearns, Stevens, Swift, Todd, Travers, Wadena, Wilkin, and Yellow Medicine.  Temporary facilities may be located in one or more of these counties.  Temporary facilities may be in operation for as few as one month or as many as twelve months.

Interested firms should send email, with "Armed Guard Services FEMA DR-4658-MN" in the subject line, to raymond.lucas@fema.dhs.gov.  Only firms located in the disaster area will be considered.  No contract are agreement is guaranteed.  List company name, email address, phone number, county of main office location, FAR Part 19 socioeconomic status, SAM registration status (i.e. registered, in process), and a statement certifying the firm is located within the disaster area specified.

This is a Sources Sought notification as part of market research to determine viable acquisition plan.  No contract action is implied.

Firms outside the designated disaster area will not be considered.
