Description
Amendment 0002 - This acquisition is not exempt from the Federal Excise Tax on Heavy Trucks and Trailers. Proposed pricing must be on a tax-inclusive basis. Quotes must clearly indicate that these taxes have been included in proposed pricing.
Amendment 0001 - The trailer length specification has been revised to allow for a trailer length not to exceed 45 feet instead of the original specified maximum length of 40 feet. The solicitation due date has also been updated in the combined synopsis/solicitation document to reflect July 26th.
Paragraphs XV, XVI and XVII have been removed from the combined synopsis/solicitation document. Revised documents are attached and changed information is highlighted in GREEN. The following question and answer is provided.
Question 1: The Solicitation states: For D.1.1 ~~ Trailer Dimensions, d) Length of Trailer: 38 to 40 feet.
However, the Wallace 35 Ton Lowboy Trailer Model: PLBT35-2 comes in 45ft- 51ft, is this length acceptable?
Answer 1: It is the Government’s understanding that a PLBT35-2 can be built to a length of 40ft, however the trailer length specifications have been revised to allow for trailers up to a maximum length of 45ft.
As a reminder, other makes/models can be proposed as long as all specifications are met.
USDA-Forest Service requires the purchase of 3 heavy duty lowboy trailers capable of hauling a bulldozer or farm tractor with a minimum capacity of 35 tons at highway speeds. The completed lowboy trailers shall meet all applicable Federal and State DOT requirements in place at the time of manufacture.
All materials, parts and assemblies shall be new and of current manufacture. Workmanship, fabrication, assembly and finished appearance shall be of the highest quality and in conformance with standard manufacturing practices. Examples of poor workmanship that will not be accepted include but not limited to, grinding marks or gouges that penetrate into the structural components, joints that are not square, unfilled joints and warped or uneven floors.
