Amendment 0001 - To incorporated several changes to the solicitation

This is solicitation SPE602-22-R-0702 for the annual bulk fuel procurement for the Rocky Mountain/West Coast/Offshore (RMW) 2022 Purchase Programs. The fuel procured from this buy will cover various bases in the Rocky Mountain/West Coast/Offshore region the United States.  The NAICS code for this procurement is 324110. Please note the suspense for responses is Tuesday, February 1, 2022 at 3:00 PM Fort Belvoir, VA time.

The Program's Ordering Period is date of award through September 30, 2023.

The Delivery Period is to October 1, 2022 through September 30, 2023, with a 30-day Carry Over period.

The delivery methods will be Tanker, Barge, Truck, and Pipeline, both FOB Origin and Destination, depending on the specific requirement and location.

DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation, an estimated 19.14% of the fuel quantity is set-aside for small business concerns.  If you are a designated small business in accordance with FAR 52.212-1, please ensure your System for Award Management (SAM) designation is correct.  The SBA approved an individual waiver to the Non-Manufacturer Rule for six locations in the State of Arizona.  Please refer to the solicitation for information.

This solicitation is available on the World Wide Web https://www.sam.gov/. Please be advised that a hard copy of the solicitation will not be available.  DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement.  The usage of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).

All responsible sources may submit a proposal which shall be considered.
