Notice of Intent to Sole Source
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: N0025922N0079. Naval Medical Center San Diego (NMCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs, to:

The objective of this sole source award is to procure the services of an ACS ATLS educator for 3 classes at the Naval Medical Readiness and Training Command San Diego (NMRTCSD) and its subsidiary locations throughout Southern California.
Staff Education and Training requires an educator be present for each Advanced Trauma Life Support (ATLS) Instructor Course that is conducted at NMRTC San Diego. Navy Medical Corps officers are required to maintain certification in American College of Surgeons (ACS) Advanced Trauma Life Support (ATLS) as outlined in BUMED instruction l500.15F. This course can also be taken by Nurse Practitioners, Physician Assistants, and other advanced healthcare providers. The course requirements state an Educator must be present at each instructor course or the course cannot be run. Inability to conduct a course reduces readiness among physicians per BUMEDINST l 500. I 5F and MEDlG. The need is to maintain the certification and training standards set forth by BUMED instruction 1500.15F. Failure to maintain certification results in decrease readiness to ensure patient support throughout Navy Medicine and Training Command San Diego (NMTRC SD). The requirement currently needs services for an ACS ATLS Educator for 3 classes. ACS ATLS Educator must be currently certified and accredited by the ACS. Prior experience being a A TLS Educator is required. Adherence to the ACS ATLS Educator Role and Responsibilities must always be maintained in order to ensure the validity of the course.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work and are able to provide valid certification to provide service validated by Senter, Gail W. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
Capability statements are due by 15:00 PM Local Time, August 12th, 2022.
