Notice of Intent to Sole Source - Link Master Software Support and Modules

The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with WirelessMetrix located in Sunnyvale, California on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for Link Master Software Support and Modules.  Link Master software and Link Master Analysis (LMA) are tools the PSCR laboratory uses to make mobile measurements on the research network and to process data.

Specific Requirements are as follows:

Item 1: LML licenses supporting 4G/5G capabilities

Quantity: 3

Specifications: Software license maintenance from 6/6/2023 to 6/6/2024 (Incl annual options to 6/6/2028) for LML part number ML8725A, serial numbers C7001_S0006, C7001_S0041, and C7001_S0101.

Item 2: LMA license supporting 4G/5G capabilities

Quantity: 1

Specifications: Software license maintenance from 6/6/2023 to 6/6/2024 (Incl annual options to 6/6/2028) for LMA part number ML8726A, serial number C7001_S0007.

Item 3: Continued access to a license server which allows licensing keys to be checked out and in remotely

Quantity: 1

Specifications: Check out/in privileges for LML and LMA licenses from 6/6/2023 to 6/6/2024 (Incl annual options to 6/6/2028). Checking out/in of licenses is to be accomplished by communication to an internet connected license server maintained by the contractor.

Item 4: Audio interface modules with Bluetooth control and USB-C connections

Quantity: 2

Specifications: Two audio interface modules for connection to Samsung Galaxy S21 5G phones as well as similar 5G phones with Bluetooth and USB-C connectors. The audio interface module will allow for evaluating voice audio quality on smartphones through either a 3.5 mm ear jack connector or Bluetooth. The module will provide simultaneous measurement of both the audio quality and the diagnostic data which will be recorded by the LML software. (Incl annual options to 6/6/2028.)

This shall be provided and accomplished in accordance with these specifications.

NAICS Code is 423430 – Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, with a Size Standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to WirelessMetrix for this requirement.

Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued 3rd Quarter of FY23. Market research resulted in WirelessMetrix being the only vendor to provide for Link Master Software Support and Modules consistent with the technical specification requirements provided herein. License and support for this commercial off the shelf item or support is not available from alternative sources and no resellers are authorized to provide the item or service.
