Description

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Region Six, consisting of Arkansas, Louisiana, Oklahoma, New Mexico and Texas, requires surge wraparound support upon activation of one or more incident support bases located in the regional area. FEMA Region 6 historically has had a multitude of natural disasters throughout the year which include but are not limited to hurricanes, winter storms, tornadoes, flooding and pandemics. 

This request is to establish multiple BPAs that can quickly and efficiently provide the necessary line items to support FEMA personnel activating incident support bases and federal staging areas.  These line items include standard portable toilets, ADA compliant portable toilets, portable toilets with changing stations, portable hand washing stations, mobile restroom trailers, services for each to maintain 24-hour support over the period of performance assigned for the disaster.

The vendor shall furnish standard size, industrial quality portable toilets. Portable units must meet all applicable federal, state and local codes. Specific requirements for unit types and quantities will be identified at the time the order is placed. All equipment shall be maintained in good repair by the contractor. All units shall arrive and be maintained in a clean, safe, and serviceable condition. Servicing shall include pumping of units, cleaning of units, refresh, re‐stock all paper products, soap and hand sanitizer (if hand wash stations are required). BPA holders will be given fair opportunity to be considered for each order placed (with price, location, and availability being considered). The ordering activity need not contact each of the multiple‐award BPA holders before placing an order if information is available to ensure that each BPA holder is provided a fair opportunity to be considered for each order.
