Description

The United States Agency for International Development (USAID) is seeking proposals from qualified organizations to implement the USAID Himaya activity in Jordan, as described in the attached Request for Proposals (RFP).

The Government contemplates awarding a hybrid contract with a Cost-Plus-Fixed-Fee completion line item and an Indefinite Delivery-Indefinite Quantity (IDIQ) line item as a result of this solicitation.  USAID reserves the right to make more awards or fewer awards than the anticipated number under this solicitation.

USAID invites all eligible and responsible organizations to submit offers in accordance with the requirements of this solicitation. USAID is conducting this procurement as a full and open competition under which any type of eligible organization may submit a proposal. The procedures set forth in the Federal Acquisition Regulation (“FAR”) Part 15 will govern the procurement. The North American Industry Classification System (“NAICS”) Code is 541990.

Subject to funds availability, the Government anticipates funding for the Cost-Plus-Fixed-Fee portion of the contract in an estimated range of approximately $32-$35 million over the five-year period.  USAID anticipates that the maximum aggregate ordering limitation for task orders resulting from the Indefinite Delivery-Indefinite Quantity (IDIQ) contract line item will be $5 million over the five year period.  Although an anticipated range is provided, this does not mean that Offerors should necessarily strive to meet the maximum amount. Offerors must propose costs that they believe are realistic and reasonable for the work. USAID/Jordan will select the Offeror’s proposal that conforms to the solicitation requirements and offers the best value to the Government while utilizing a tradeoff process.
