08/08/2023: Amendment 0001 issued. This amendment extends Bid Opening Date to Tuesday, August 29, 2023 at 1:00 PM CST, incorporates site visit meeting minutes, and updates the wage determination. 06/29/2023: The Federal Bureau of Prisons (FBOP) herein issues solicitation 15BFA023B00000023 for the award of a firm-fixed-price construction contract for a project entitled Replace SPC & USP Roofs, located in Marion, Illinois.
United States Penitentiary (USP) Marion is a federally owned facility located at 4500 Prison Road, Marion, IL 62959. The project consists of the following:
The United States Penitentiary Marion is located at 4500 Prison Road in Marion, Illinois. The institution has a requirement for a new roofing system to be installed. The existing roof at USP & SPC is a fully ballasted EPDM roof that is failing and has exceeded its expected life. There are roof areas that are of a standing seam metal roofing design that are beyond repair and have exceeded their lifespan as well.

Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $1,000,000 and $5,000,000. (NOTE: This range is one of eight available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.)
The North American Industrial Classification System (NAICS) code applicable to this requirement is 238160 with a corresponding small business size standard of $19 million. The solicitation is set aside exclusively for small business contractors.
