V-22 Prop Rotor Gearbox Planetary Pinion Improvement

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), Patuxent River, MD awarded a new delivery order, N0001922F2452 under Basic Ordering Agreement (BOA) N00019-22-G-0002, with the Bell-Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111. This effort is for the Non-Recurring Engineering and Recurring Engineering in support of a formal Engineering Change Proposal for production and retrofit by attrition of the High Speed and Low Speed Planetary Pinion Assemblies of the Prop Rotor Gear Box.

This action was awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort.  Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.

This action was awarded as Cost Plus Fixed Fee due to the uncertainties and risk associated with design, testing and potential test failures.
