This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote, or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. DeCA is not responsible for any costs incurred by interested parties in responding to this Sources Sought.
PROJECT INFORMATION
Defense Commissary Agency is seeking businesses that are interested in and capable of performing Commissioning services that provides third-party Design, Construction, and Post Acceptance phase Commissioning (Cx), Measurement and Verification (M&V), Re-Commissioning (RCx), and Retro-Commissioning (RCx) services projects to verify compliance with Owner’s Project Requirements (OPR), design requirements, user intent, and U.S. and Host Nation codes and standards with the primary goal to verify fully functional systems that can be properly operated and maintained during the useful life of the facility. The contract is anticipated to be a Firm-Fixed-Price Architect and Engineering Services Single Award Task Order Contract (SATOC). The anticipated period of performance for this Contract is up to five years.
CONTRACT ESTIMATED RANGE: Overall Contract value is between $10,000,000 and $25,000,000
PROJECT DESCRIPTION
- To provide the Defense Commissary Agency (DeCA) third party Commissioning Services on facility projects worldwide which may include (but are not be limited to) Commissaries, Warehouse, Cold Storage, Food Processing, Administrative, Data Center, and other types of U.S. military facilities. While Commissaries and refrigeration projects will be the focus of the contract’s application, other facilities may also be Commissioned under this contract to include administration, retail, and other supporting facilities. It is anticipated that at least eighty percent (80%) of the services will be for Commissary/Grocery Store type facilities.
- Supermarket and Cold Storage Refrigeration systems & controls would be the majority of the systems being commissioned. There are many other mechanical, electrical, and controls systems & components that would also be commissioned.
- DeCA has various types of warehouse refrigeration and supermarket refrigeration systems in our facilities. There are typical multiplex refrigeration systems, transcritical CO2 Systems, cascade CO2 systems, micro-distributed systems, ammonia systems, standalone systems, and remote systems.

Describe past work experience showing all or more than one of the areas listed that were performed under one contract.
