Description

  1. This notice does not constitute a request for proposal, request for quote, or invitation for bid.  The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2 – Synopses of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) at a later date.                                                                                           
  2. This acquisition will be solicited as competitive to local sources in accordance with FAR 5.202(a)(12).  Local sources are those persons or entities normally resident and licensed to conduct business in Japan.  Offers from non-local sources will not be considered under this solicitation, in accordance with the provisions of the U.S. - Japan Status of Forces Agreement.                                                                                                                                                            
  3. The project is comprised of annual base period and four (4) option periods, a total of 5 years.                                                                                                                                                                                                                                
  4. The performance of work includes, but is not limited to provision of all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the operation and maintenance service for the Wastewater Treatment Plant and Collection System at White Beach Naval Facility, Commander Fleet Activities Okinawa (CFAO), Japan under a performance-based contract that is comprised of both Recurring and Non-Recurring Work Items.                                                                                                            
  5. This procurement consists of one solicitation with the intent to award a single contract to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in the best value, price and non-price factors considered using the lowest price technically acceptable (LPTA) source selection process.  The project entitled, “Operation and Maintenance (O & M) Contract for the Wastewater Treatment Plant (WWTP) and Collection System at White Beach, CFAO, Japan”.  If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals based on technical factors that include: Corporate Experience, Past Performance, and Safety.                                                                                                
  6. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the interested party’s responsibility to check this site daily in order to be notified of any changes to this solicitation.                                                                                                                                                                                                                                  
  7. The solicitation is planned to be issued on or around November 2022 and will be solicited for 30 days by NAVFAC FAR EAST, FEAD Okinawa, Japan.

NO HARD COPIES WILL BE PROVIDED.  Notification of any official amendments to the solicitation will only be made on the SAM website.  IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
