Description
This is a PRESOLICITATION NOTICE for an upcoming construction project solicitation for the Indian Health Service (IHS). This notice is for INFORMATIONAL PURPOSES ONLY and is NOT a request for offers.
The Government anticipates releasing the solicitation around the beginning of July 2022 with proposals due at least 15 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. Hard copy documents will not be available – all documents for proposal purposes will be posted at www.sam.gov for download by interested parties.
SET-ASIDE: This project will be procured as a 100% Small Business set-aside under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $39.5 million. For information concerning NAICS and SBA size standards, go to https://www.sba.gov.
SCOPE OF WORK SUMMARY: The contractor shall install chemical feed equipment at the Makah Water Treatment Plant on the Makah Water System in Neah Bay, Washington. Work is to be completed on the Makah Indian Reservation, under the jurisdiction of the Makah Tribe. It is intended that work be performed in a manner to maintain operation of the water treatment plant while the new equipment is installed.
Specifically this project will involve:
1. Install polymer makeup system.
2. Supply polymer chemical feed pump.
3. Setup streaming current detector to control polymer chemical feed pump.
LOCATION OF PROJECT: Makah Indian Reservation; 1161 Backtrack Rd., Neah Bay, WA 98357 (Clallam County)
TERO: All work is subject to the Tribal Employment Rights Ordinance (TERO) of the Makah Indian Tribe. It is the sole responsibility of the contractor to comply with all applicable TERO requirements.
CONSTRUCTION DURATION: Period of Performance is 120 calendar days after issuance of a Notice to Proceed.
CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000.
SITE VISIT: Details regarding a site visit opportunity will be included in the solicitation.
CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures. The evaluation for this award will be based on price and the quoter’s compliance with the terms and conditions for the RFQ.
