This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The solicitation number is RFQ-2022-WCDAS-LS and is issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.

This acquisition is a total small business set-aside. The associated NAICS code is 561730 with a small business size standard of $8.5M.

The attached RFQ includes the list of line item number(s) and items, quantities, and units of measure.

The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data and Information Service (NESDIS) Office of Satellite and Product Operations (OSPO) requires landscaping services at the Wallops Command and Data Acquisition Station (WCDAS) located at the Wallops Flight Facility (WFF) in Wallops Island, VA. See the attached RFQ for additional details.

The period of performance shall be for one (1) year after the effective date of the order with four (4) one-year option periods.

52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this acquisition. Addenda are attached.

52.212-2, Evaluation – Commercial Products and Commercial Services, applies to this acquisition. Technical capability and price shall be used to evaluate the acceptability of an offer. An award shall be made to the lowest price technically acceptable.

Offerors shall complete a copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Products and Commercial Services, with its offer or include a statement in their offer regarding the completion of 52.212-3 in SAM.gov.
