Notice: European Theater Telecommunications Services - Commercial Circuits

Update 01 June:  Solicitation closing date is extended until 5:00 PM (Central European Time) on 20 june 2022.
Exhibit C Price List is updated to correct a formula error and to unlock input cells on the NETCOM Funded tab. Exhibit C Price List (01 June 2022) replaces the original version attached to the solicitation notice.
CLIN 0001 is updated to shorten the Phase In from 2 months to 45 days.

Amendment W564KV22R0005 0001 incorporates these changes to the solicitation.  Submitted proposals must include an acknowledgement of all solicitation amendments in accordance with solicitation provision 52.212-1.

The Contractor shall provide telecommunication services for voice and data circuit requirements originating from U.S. Army sites throughout Europe in accordance with customary commercial practices. 

The requirement includes commercial voice, data, and internet services connection as described:

The contractor shall provide E1 VOIP circuits at designated commercial demarcations to allow for commercial telecommunication services. These services shall include local calling, long distance calling, international calling, and access to emergency services.
The contractor shall provide E1 circuits with PRI emulation at designated commercial demarcations to allow for commercial telecommunications services. These services include local calling, long distance calling, international calling, and access to emergency services.

The contractor shall provide IP commercial internet access from designated commercial demarcations. The contractor shall provide commercial voice and data services from designated commercial demarcations for legacy analog requirements. The contractor shall provide a web-based account management portal that allows Funding Organization users the ability to do the following, at a minimum:

1. Request change management
2. Review change management costs
3. Review change management history
4. Review invoices
5. Run reports that contain the following:
- call records for voice services
- usage for IP internet access and data services
- invoicing information itemized by individual units, customers, phone numbers, and circuit.

The contractor shall provide a customer service support for U.S. Government Agencies.

Note: The Contractor’s Customer Service Support Center may be one that is already established and used by the normal commercial public.
