Description

The Green Base Work Center(Pittman Valley Helibase) Office Replacement Project will consist of the construction of a new office building less than 5,000 square feet, associated new septic system, connection to existing power, water, and propane gas for utilities. Once the new office is constructed the existing office and septic system will be demolished.

 Location:  1782 County Road 74 in Williams, Arizona

Basis for Award:  The Government Anticipates awarding a Firm Fixed-Price Contract using RFP Best Value-Tradeoffs:  Award will be made to the offer that meets or exceeds the requirements contained herein.  This process permits tradeoffs among price and non-price technical factors and allows the Government to accept other than the lowest priced quote. The government will evaluate quotes based on the technical evaluation factors specified in this solicitation.  The evaluation factors other than cost or price, when combined, are equally important than cost or price.  The Price reasonableness will be determined by using competitive solicitation process.

Magnitude of project is between $1,000,000 and $5,000,000.

Davis-Bacon wages apply.

In order to be eligible for award of a Federal Contract, potential vendors shall be registered in the System for Award Management (SAM) www.sam.gov at the time of offer submission.

Offer Submissions: Offerors shall submit the Return Packets – including a Business Proposal and a Technical Proposal.  The required information SF1442, Section B and K (business proposal) and Section M (technical proposal) of the solicitation.  Offers or responses to the solicitation (include the solicitation number in the name of the document and in the subject line of the email– 127EAX24Q0037) may be sent to the Contracting officer by email:  michelle.l.bahr@usda.gov before the deadline.

The Deadline for receipt of responses to the RFP shall be August 15, 2024 @ 1:00 pm PT.
