*The purpose of this amendment is to re-solicit full and open competition and extend the close date**

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement for a Manure Storage Tank in West Lafayette, IN.

PROJECT SCOPE:  The Project generally consists of constructing a new, above-ground 17 feet by 20 feet manure storage tank. Proposal shall include all site visits and field verification needed to ascertain information and conditions needed to meet project intent and all requirements listed below in this SOW. There is an existing concrete slab, an electrical panel, and bollards that will require demolition in order to place the new manure storage tank. An existing manure storage tank will remain and shall have new valves installed that will allow for manure to either divert to the new tank or the existing tank.

Magnitude of Construction is between $100,000 and $250,000.

Period of Performance is 120 calendar days after receipt of the Notice to Proceed.

A site visit was conducted on  August 22, 2023 at 1:00 PM Eastern Time. 

SOLICITATION PERIOD:  Proposals will be due on September 22, 2023 by 5:00 PM Eastern Time.  All responses shall be submitted electronically to joel.maas@usda.gov. All questions regarding this solicitation must be submitted in writing to joel.maas@usda.gov no later than August 24, 2023 by 5:00 PM Eastern Time. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned.

SOLICITATION PROCEDURES:  The acquisition will be issued as Full and Open Competition, Request for Proposal using the Contract Opportunities on the sam.gov website.  The NAICS code for this procurement is 236220; Small Business Size Standard is $45.0 Million.  Product Service Code (PSC) is Z2JZ.  The anticipated period of performance will be 120 calendar days from Notice To Proceed.  A Bid Guarantee, Performance Bond, and Payment Bond will be required.  It is anticipated that award will result in a single award firm-fixed price contract.
