INTRODUCTION

The U.S. General Services Administration (GSA), Public Buildings Services (PBS) is one of the largest real estate organizations in the world.

This document provides a detailed explanation of the services and deliverables that GSA PBS-PBS is seeking from the Contractor.

Submission schedule and project-specific deliverables shall be defined by the requesting region through a separate scope of work for each task order procured under this IDIQ contract.

Purpose

GSA PBS must provide and maintain accurate and current spatial data and building information data for responsible asset management of its real estate portfolio. The Spatial Data Management (SDM) program’s mission is an ongoing national effort to standardize measurement, classification, and assignment of spatial data, and to maintain this information support of portfolio management.  Building information for all GSA PBS buildings is stored in Building Information Models (BIM).  This procurement will allow GSA PBS to acquire technical support for spatial data management services, 3D imaging services, and digital twin development services at Central and Regional offices that allows GSA PBS to operate our buildings more efficiently and effectively.

Objective

GSA PBS works with agencies to fulfill their space needs. To do so, an accurate cataloging of space is necessary to track occupancy, and plan for future occupancies. Historically, Computer-aided Design (CAD) has been the basis of spatial management.  GSA PBS has converted 100% of our spatial drawings to 3D, Revit based, SDM Models containing the same SDM data. These SDM Models will be used in all spatial management tasks performed by the contractor. Additional services are often required for reductions, expansions, and other alterations after initial occupancy.

To support the management of existing spatial data and related business needs, the rapid collection of information-rich 3D models serves several purposes across GSA PBS business lines, including:

  • Historical documentation and restoration,
  • Facility condition documentation and asset management
  • Construction, as-built development, geolocation and georeferencing
  • BIM development in cases where no BIM has ever existed. Services to capture existing buildings in detailed BIM documents may be required in task orders against this IDIQ.

GSA PBS is seeking an SDM and Laser Scanning National IDIQ contract to provide a cost-effective solution, by awarding multiple National IDIQ contracts to support efforts across all GSA PBS regions.
