Amendment 01, 15JUL24: RFI response added to attachments/links

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  The solicitation number is W50S8A-24-Q-0018 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05. The associated North American Industrial Classification System (NAICS) code for this procurement 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, a small business size standard of 1,250 employees.  This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 26 July 2024, 4:00PM. Eastern Time. Free On Board (FOB) Destination shall be required to 302 Newmarket Street, Newington, NH 03803. The Government contemplates award of a Firm-Fixed Price (FFP) contract.

The New Hampshire Air National Guard has a requirement for Handheld Radios and Accessories. The requirement will include the following CLINS:

  • CLIN 0001: Handheld Mobile Radios             QTY 35 EA
    • Multi Band VHF,136-174MHz; All Band Upgradeable to include UHF 380-522MHz
    • Intrinsically Safe Radio
    • Time Division Multiple Access (TDMA)P25 Phase 2
    • Capable of immersion to MIL-STD-810G Method 512.5
    • Encryption compliant Federal Information Processing Standard (FIPS) 140-2
    • Capable of Project 25 (P25) trunking
    • Capable Link Layer Authentication (LLA)
    • Capable 256 bit Advanced Encryption Standard (AES) encryption
    • Capable of 64 bit Data Encryption Standard (DES) encryption
    • Capable of Wi-Fi programming
    • Includes 1 intrinsically safe battery, Li-ion, minimum of 3000 MAh,
    • Flexible antenna, 136-870 MHz
    • Must not be within 3 years of discontinuation, obsolescence, or end of manufacturer support.
    • Compatible with Freedom R8100 for Auto-tuning
    • Must include compatible metal belt carrying clip
  • CLIN 0002: Battery Chargers             QTY 1 EA
    • Battery chargers compatible for the radio batteries from CLIN 0001.
    • Minimum of 6 bays per charger.
    • Total number of bays must be enough to cover all batteries for radios in CLIN 0001.
      • Total number of chargers can vary, as long as they meet the requirement for number of bays.
  • CLIN 0003: Radio Software   QTY 35 EA
    • Digital P25 Phase II (Time Division Multiple Access (TDMA) Trunking) Software installed on purchased handheld radios.

Quotes must be valid for sixty (60) days. 

All technical or contractual questions shall be submitted in writing via e-mail no later than 12:00 noon EST on 19 July 2024 to Rick Trafton at Richard.C.Trafton.civ@army.mil. Telephone inquiries will not be accepted. If the Government responses to technical questions affect the Statement of Work requirements or any other portion of the solicitation, then an Amendment of Solicitation will be issued. The subject of your email must include your company's legal name, state the nature of your email and include the Solicitation Number W50S8A-24-Q-0018. For example, the subject of your email should be similar to the following: Quote Submission by Company XXXXX, Solicitation Number W50S8A-24-Q-0018 Company XXXXX Question Regarding Solicitation Number W50S8A-24-Q-0018.

This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.  Registration must be "ACTIVE" at the time of award.
