Power Adjustable Phlebotomy Chairs Description
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-06.
This solicitation is set-aside for 100% SDVOSB and is a brand name or equal requirement.
The associated North American Industrial Classification System (NAICS) code for this procurement is 339113, with a small business size standard of 800 employees. The FSC/PSC is 6515.
The contracting activity is seeking delivery of a Firm Fixed Priced (FFP) purchase of (10) Phlebotomy Chairs, Reclining Power Adjustment. Delivery shall be to White River Junction VA Medical Center in White River Junction, VT.
This requirement is brand name or equal. To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must
(i) Meet the salient physical, functional, or performance characteristic specified herein;
(ii) Clearly identify the item by Brand name, if any; and make or model number;
(iii) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and
(iv) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification.

Equipment must be new, free of tears and in working order
Smooth, fully electric reclining and height adjustment
Self-leveling arms and synchronized footrest that move with chair seat and backrest
Power recline to accommodate patients who may faint during a procedure
Power supplies and motors meet UL 60601-1 and CAN/CSA C22.2 601.1

No gray market or remanufactured items will be acceptable. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical equipment only for VA medical facilities.
Vendor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
