ORIGINAL SOLICITATION:
This notice serves as formal Request for Proposal (RFP) from the Natick Contracting Division, for a base-wide fire alarm transmission system, with design-build construction and installation.
The purpose of this project is to provide Soldier Systems Center at Natick, Massachusetts, a reliable and code compliant means of transmitting fire alarm signals from existing fire alarm systems located in individual buildings, to a central receiving station located in Building 1. Currently, Natick uses a fiber optic cable loop to connect their Simplex fire alarm panels to the existing Simplex central receiver. This loop is not fully functional; there are five (5) legs in the loop that are non-functioning and unable to transmit, and there are four (4) building fire alarm panels which have not yet been connected to the loop. The Contractor must design and install a radio transceiver system that consist of transmitter panels and antennae at each building and central- station receiving equipment in Building 1. This system must be totally independent of the existing system and constructed in parallel without affecting the existing system’s operation. The existing Simplex receiving equipment and fiber optic cabling/equipment must not be demolished until the new radio system is operational and formal acceptance testing is complete.
The Government has determined that this acquisition will be set-aside 100% for small business concerns, with a single, Firm Fixed Price contract being issued. The Disclosure of Magnitude is estimated between $1M and $5M for this effort. The North American Industrial Classification System Code (NAICS code) is 236220 - Commercial and Institutional Building Construction, with a small business size standard of $45.0 Million. This announcement serves as formal solicitation associated with this effort - please see the supporting documentation provided with this notice for additional details. A site-visit is scheduled for 8 August 2023 @ 10am EST. All questions pertaining to the site-visit and solicitation are due by 2pm EST on 22 August 2023.
