Description
Project Name: Construct New Entrance Station to Reduce Traffic and Provide a Safer Working Environment, Joshua Tree National Park, San Bernardino County, California. This announcement is in reference to Solicitation Number 140P8523R0001. The U.S. Department of the Interior, National Park Service - Interior Regions 8, 9, 10, and 12 intends to solicit proposals from qualified Small Business firms for a firm-fixed price construction contract to furnish all labor, materials, equipment, incidentals and expertise necessary to perform all operations required for the successful completion of the project. Work includes but is not limited to 1. Site Work and Utilities, 2. Support building, 3. Kiosk 1 through 4, 4. Shade Canopies 1 and 2, 5. Power Generation and Storage System, 6. Telecommunication & Security Systems.
The basis of award is Best Value, Lowest Price Technically Acceptable, with the technical factor being relevant experience, technical approach, and past performance. The technical factor(s) will be evaluated as technically acceptable or technically non-acceptable and offers deemed technically acceptable will be selected based on the offer with the lowest price proposed, determined fair and reasonable, to the responsible offeror pursuant to FAR subpart 9.1. This procurement is a Total Small Business Set-aside.
The North American Industry Classification System (NAICS) Code for this project is 236220, and the small business size standard is $39.5 million. Offerors are required to have an active registration in SAM (www.sam.gov) at the time of submission of a proposal to be eligible for award.
The project magnitude for this contract is between $5 million and $10 million.

All amendments will also be posted to this website. Paper copies of this solicitation will not be made available.
