PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price service contract with AGILENT TECHNOLOGIES INC. for Lifetime Support Plans to cover equipment already purchased.
The FBI Laboratory Division requires that the Support Plans be renewed in order to maintain the already purchased systems. The systems to remain under service contract are currently under service contract by the manufacturer, Agilent Technologies. To avoid potentially voiding that service contract, a certified service engineer from the manufacturer must perform service on the instruments. These contracts are required to maintain timely characterization and synthesis of explosives materials. The ability to ensure materials meet the requirements agreed upon with joint partners can only be provided with the specific equipment purchased from Agilent Technologies on previous purchase orders. Agilent Technologies was the only equipment that met the specific needs of the TIEDS unit Agilent Technologies service engineers are uniquely qualified to troubleshoot and resolve problems experienced by the instruments under contract. Additionally, the contract services assist in teaching TIEDS staff about identifying such problems in the future to expedite repair. Agilent Technologies service engineers have access to the necessary consumables and instrument parts to replace any malfunctioning component on an instrument in a timely fashion with the specific and necessary parts.
This notice will be distributed solely through the Official U.S. Government System for Contract Opportunities Website, SAM.gov. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The North American Classification system Code is 334516, Analytical Laboratory Instrument Manufacturing.
The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contract Specialist, Travis Haefler by email. The email address is thaefler@fbi.gov Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with SAM. Please ensure that your company’s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
