NASA Glenn Research Center (GRC) plans to issue a Request for Proposal (RFP) for the Space Flight Systems Development and Operations Contract III (SpaceDOC III) contract. The types of services include but aren’t limited to: The delivery of technology development hardware and software, space flight hardware and software, ground support equipment, spares, operational support and research data. As such, the contractor shall be responsible for the definition, design, development, analysis, fabrication, assembly, test, verification, delivery, and/or operation of space flight systems, associated support systems and equipment, and related ground development activities, that include research and technology developments, supporting NASA mission directorates.  While the primary purpose of this contract is for NASA GRC, it will also be made available to all NASA centers and all other Federal Agencies. All work, regardless of the agency it supports, would be issued via individual orders under this contract.

The Government does not intend to acquire a commercial item using FAR Part 12.   

This acquisition is a total small business set-aside.

The NAICS Code is 541715 – for businesses operating in the engineering research and development sector (except for nanotechnology and biotechnology) with a standard business size of 1,000 employees. The Product/Service Code is AR11 – Research & Development – Research & Development – Technology Base.

The anticipated release date of the draft RFP, 80GRC022R0016, is on or about January 20, 2023. The anticipated release date of the Final RFP, of the same number, is on or about March 7, 2023 with an anticipated offer due date of on or about April 24, 2023.

The period of performance is anticipated to be a three (3) year base, two (2) two-year option periods, and an optional extension of up to six (6) months.

All responsible sources may submit a proposal which shall be considered by the agency.
