Description

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), is seeking interested sources (contractors) and industry feedback for a potential solicitation and procurement for the Security and Drug and Alcohol Testing Division, Drug and Alcohol Testing Branch.

The Government conducts drug and alcohol testing as required and regulated by the Health & Human Services (HHS) and the Department of Transportation (DOT) to detect the presence of marijuana (THC), cocaine, opioids, amphetamines and phencyclidine (PCP) (and other illicit or abused substances) and to deter illegal drug use. Commonly needed test types include pre-employment, random, reasonable suspicion/cause, post-accident, return to duty, and follow-up (or for other reasons as needed).
This request is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the DOI, IBC. IBC is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as quotes, offerors, or proposals. No award be incurred by interested parties in responding to announcement. All responses will be treated as information only.

The Drug and Alcohol Testing Branch fulfilled approximately 64,000 drug and/or alcohol tests during Fiscal Year (FY) 2019 across DOI and its 70+ client Agencies; with the majority being drug tests. In FY 2021, the Drug and Alcohol Testing Branch fulfilled approximately 36,000 tests across DOI and its 70+ client Agencies. The Government anticipates the FY 2019 volume (pre-pandemic level) of testing to resume in FY 2022 and beyond as workers return to the workplace.

The scope of this requirement is limited to nationwide collections and international collections. The Contractor shall provide collection services for all types of HHS and DOT drug and alcohol testing in the United States and its territories within 20 miles of the Government employee or applicant using an already established network of collection sites.
