Behavioral, Mental Health, and Administrative Support Services

THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD FOLLOW-ON CONTRACT TO INNOVATIVE MANAGEMENT STRATEGISTS, LLC TO PROVIDE BEHAVIORAL, MENTAL HEALTH, AND ADMINISTRATIVE SUPPORT SERVICES.

The Department of Defense (DOD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract under the authority of FAR 6.302-1(a)(iii)(B) “For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in- Unacceptable delays in fulfilling the agency’s requirements. 

WHS/AD intends to issue a follow-on award to continue services performed under the current contract, HQ003418C0045, to Innovative Management Strategists, LLC, 4500 Pond Way Ste 240, Woodbridge, VA 22192-5581.  The current contract period of performance expires March 31, 2022. The anticipated period of performance for this follow-on award will be a six (6)-month base. We anticipate awarding a follow-on award to provide behavioral, mental health, and administrative support services for the Office of Military Counsel (OMC).  Failure to issue a follow-on award as a bridge contract would create an unacceptable and significant lapse in support for OMC. The Government intends to procure these services through a competitive acquisition with a longer Period of Performance and anticipated award in Fiscal Year 2022. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determine whether conducting a competitive procurement is in the best interest of the Government.

The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 621330, Office of Mental Health Practitioners (except Physicians), Small Business Size Standard of $7,500,000 annual sales.
