Description

Amendment #1 (05/23/2022):  This solicitation has been amended to revise the SOW and post questions and answers.  All other terms and conditions remain unchanged.  The submission response deadline remains unchanged.  Please see the new attachments.

This is a Request for Proposals (RFP).  The Department of Veterans Affairs, Office of Inspector General (VA OIG), has a requirement for Case Management software and associated Services in accordance with the attached Statement of Work (SOW).

VA OIG anticipates issuing a single award in response to this solicitation.

Instructions to Offerors are in the attached continuation pages.  Evaluation Factors are in the attached continuation pages.

Questions shall be submitted, through email, to the Contracting Officer at Brett.Pickett@va.gov.  Questions asked over the telephone will not be considered.  The deadline for submitting questions is 12:00 noon EDT, May 13, 2022.  Vendors are strongly encouraged to use the attachment “Questions and Answers Template” in submitting

Proposals shall be submitted according to the Instructions to Offerors, through email, to the Contracting Officer at Brett.Pickett@va.gov by 12:00 noon EDT, June 13, 2022.

The anticipated Period of Performance is a Base Period of twelve (12) months, followed by four (4) Option Periods of twelve (12) months each.

This solicitation will used Tiered Evaluations (Cascading), in accordance with VA Procurement Policy Memorandum (PPM) 2018-04.  This solicitation is Set Aside according to the terms below.

Proposals submitted by Service Disabled Veteran Owned Small Businesses (SDVOSBs), as certified by the VIP VetBiz database (https://vetbiz.va.gov/), will be evaluated first.  Award will be made to the SDVOSB offer that results in a Fair and Reasonable price that is the Best Value to the Government.

In the event that no offers are submitted by SDVOSBs, or if none of the offers submitted by SDVOSBs would result in an award at a Fair and Reasonable Price that is the Best Value to the Government, then proposals from Veteran Owned Small Businesses (VOSB), as certified by the VIP VetBiz Database, will be evaluated.  Award will be made to the VOSB offer that results in a fair and reasonable price that is the Best Value to the Government.

In the event that no offers are submitted by VOSBs, or if none of the offers submitted by VOSBs would result in an award at a fair and reasonable price that is the Best Value to the Government, then proposals from Small Businesses will be evaluated.  If a proposal from a Small Business is found to be Technically Acceptable with a Fair and Reasonable Price, then award will be made to the Small Business offer that results in a Fair and Reasonable Price that is the Best Value to the Government.

In the event that no offers are submitted by Small Businesses, or if none of the offers submitted by Small Businesses would result in an award at a Fair and Reasonable Price that is the Best Value to the Government, the solicitation will be canceled and resolicited as an unrestricted procurement.
