Description
This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation to this requirement will be posted. This a notice to negotiate and award a sole source contract in accordance with (IAW) Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, with ZEV Technologies 2120 Northpark Dr, Centralia, WA 98531.
The U.S. Department of Energy/National Nuclear Security Administration’s (DOE/NNSA) Office of Secure Transportation (OST) (NA-15) plans to contract for the purchase of the ZEV Technologies’ OZ-9 X Combat 9mm Pistol by means of other than full and open competition. OST is responsible for the safe and secure transportation of nuclear weapons, special nuclear materials, and weapons components/assemblies between production facilities and Department of Defense (DoD) facilities using ground and air modes of transportation. The nuclear materials and components are entrusted to the custody of the OST Federal Agents (FAs) who are responsible for preventing the theft, sabotage, or takeover of nuclear weapons/materials. OST FAs receive extensive firearms training which provide them with the tactical and decision-making skills necessary to protect the nuclear shipments.
The government intends to award a sole source contract, firm fixed price (FFP), contract to ZEV Technologies for this requirement under the authority of FAR 6.302-1(a)(2). ZEV Technologies CAGE code is 94D98 and SAM Unique Entity Identifier is XZEGJFZVPF89. The NAICS code for this requirement is 332994 and the applicable business size is 1000 employees.
The scope of this effort is to obtain the Zev Technologies’ OZ-9 Combat X 9mm Pistol with 3-dot tritium night sights installed and 6 PMAG 17 rounds magazines per handgun. Additionally, OST requires armorer training for armorers, replacement parts, and the ability to purchase additional handguns.
Accordingly, OST has an operational need to replace its current secondary duty weapon with a 9mm handgun that is not only concealable but provides OST FAs with short-range day and night defensive capabilities when their primary weapon is not being utilized. Field testing occurred between January 25-27, 2022. Based on the testing criteria, the ZEV 0Z-9 Handgun not only score the highest overall technical score among six (6) 9mm gun manufacturers, but the ZEV 0Z-9 handgun received the highest individual scores when it came to weight, damage resistance, low light operations, point ability, ergonomics, malfunctions, recoil management, and overall impression.
This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet the requirement, as outlined above may give written notification prior to the response due date via e-mail to Kim.Sosinski@nnsa.doe.gov. Responses are required to be submitted within 15 calendar days of the posting of this notice. Responses containing supporting evidence of your ability to perform this requirement must be furnished in sufficient detail to demonstrate this ability for evaluation. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. DOE/NNSA/CPD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any contract. A determination made by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
