Description
The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Narraguagus River Federal Navigation Project, located in Milbridge, Maine. This procurement is an Unrestricted Invitation for Bid (IFB). The NAICS code for the work is 237990 with a size standard of $37M. Construction is expected to take about five months to complete. The estimated construction cost is between $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District.
The Narraguagus River FNP consists of a 11-foot deep Mean Lower Low Water (MLLW), 150-foot-wide entrance channel, a 9-foot-deep MLLW, 100-foot-wide channel, a 6-foot-deep MLLW, 100-foot-wide channel, three 6-foot-deep anchorages, two 9-foot-deep anchorages, an 11-foot-deep anchorage, and a 6-foot-deep turning basin. The proposed work consists of dredging approximately 150,000 cubic yards (CY) of predominately fined grained material from shoaled areas of the FNP channel and anchorage areas. The northeastern 6-ft anchorage is not part of the scope of this project and shall not be dredged. The shoaled areas within the project scope will be dredged to the authorized project depths, plus one foot of allowable overdepth. A mechanical dredge will remove material from the shoaled portions of the Narraguagus River FNP and transport the material via scows to the Douglas Island Disposal Site (DIDS), approximately 2.5 miles away from the FNP.
Dredging operations can start on November 1, 2024, for maintenance dredging using a mechanical dredge and placement in open water at DIDS. All work must be complete by April 1, 2025.
In order to accomplish all dredging requirements within the specified dredging window the Contractor will need to meet a production rate of at least 41,000 CY per 30 consecutive calendar day period.
This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about January 2025. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the System of Award Management website (https://sam.gov/).
