Description

This is a presolicitation notice for an upcoming opportunity with the Social Security Administration.

The Social Security Administration has an upcoming requirement for a contractor to provide fraud investigations for the Office of the Inspector General, Cooperative Disability Investigations (CDI) Unit located in Oakland, California. The requirement is for investigation of suspected fraud activities against the Social Security Administration’s Title II and Title XVI disability programs, including Title XIX (Medicaid) in the state of California. The requirements include the following: (1) Personnel must have California statewide law enforcement and statewide arrest authority, as defined by the statutes and regulations of the state of California; (2) Experience using the National Crime Information Center (NCIC) and National Insurance Crime Bureau (NICB) databases; (3) Experience conducting undercover investigations and training in arrest techniques; (4) A license to carry a concealed weapon (must be armed); and (5) Ability to testify in court. All potential contractors performing on-site will be required to pass a security background check before beginning performance under the award. Prospective contractors shall be registered in the System for Award Management (SAM) database at www.sam.gov at the time a quotation is submitted. This acquisition is for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 and conducted using simplified acquisition procedures in accordance with FAR Part 13. The North American Industry Classification System (NAICS) code for this requirement is 561611. A fixed-price contract is anticipated. The contract period of performance will be a one-year base period and up to four one-year option periods.

The solicitation will be issued on or about November 8, 2022 in electronic format only and will be available on SAM.gov (https://sam.gov/content/opportunities) and on FedConnect (https://www.fedconnect.net) websites. No phone calls are permitted in response to this notice, and no phone, email, or fax request for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information.
