Description

The purpose of this requirement is to acquire non-Research and Development (non-R&D), specialized project, program, and portfolio services to support the National Institutes of Health (NIH), Intramural Research Program (IRP). This is a trans-NIH focused activity that requires a highly qualified and experienced contractor capable of providing a full range of specialized and comprehensive strategic, technical, and operational level of support and services. This requirement is critical for supporting the NIH biomedical and clinical research activities in- process, planned, and unanticipated (due to new or re-emerging health threats and advances in biomedical and behavioral science).


This SOW includes support services in the following Task Areas:
TASK AREA 1: ENTERPRISE MANAGEMENT SYSTEM
TASK AREA 2: PROJECT, PROGRAM AND PORTFOLIO SOLUTIONS
TASK AREA 3: TRANSITION PLAN

Pursuant to FAR 19.1503(a), offerors must be sure their WOSB or EDWOSB status is in accordance with 13 CFR Part 127. 

If the apparent successful offeror has submitted a complete application that is pending certification at the time of initial offer, or certified, by the U.S. Small Business Administration (SBA), the offeror will be eligible for proposal or bid submission, per 13 CFR 127.504. Offerors that need assistance in submitting a complete application to beta.Certify.sba.gov are advised to contact the SBA Office of Government Contracting at wosb@sba.gov.

Offerors shall submit the Transmittal/Cover Letter as a seperate file (reference the page limit on pg. 88). The document shall be named Transmittal/Cover Letter.

All questions are due in writing per the solicitation. The Contracting Officer or Contract Specialist will not answer any question via telephone. No questions will be accepted or answered after the specified date in the solicitation.
