Page 2 of 2 Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) March 24, 2022 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the VA Central Virginia Health Care System Fredericksburg Health Care Center. 100% SDVOSB SET ASIDE **This is a Pre-solicitation Notice that was originally posted under RFI 36C776-22-Q-0197 on March 1, 2022. This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the VA Central Virginia Health Care System in Fredericksburg, Virginia. This requirement supports VHA's mission by providing contractor support services to help bring the clinic into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (28) twenty-eight months. The Fredericksburg Health Care project will facilitate a lease and construction of a new Outpatient Health Care Clinic (HCC) in Fredericksburg, Virginia that features approximately 426,722 ANSI/BOMA Office Area (ABOA) and 2,600 additional parking spaces. This project would replace the existing, undersized Fredericksburg I and II clinics as well as the Spotsylvania County VA Clinic, and will permit more efficient utilization of available real estate at the medical center in Richmond. This project expands access to both Primary Care and Mental Health services, as well as wide range of specialty care services for which Fredericksburg Veterans currently must come to Richmond to access. Clinical services for Veterans will commence in June 2024. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 30 March 2022. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation. Anticipated closing date of the solicitation will be 28 April 2022. Solicitation initial posting date and the closing date are subject to change as necessary.
