Amendment 01 contains: Updated Solicitation W91RUS-21-R-0001-00001 and Questions and Answers regarding Facility Clearance requirements. Date posted: 19 February 2021
Amendment 02 to Solicitation W91RUS-21-R-0001 is to update the proposal due date. This amendment contains the updated Solicitation document that highlights the new date for proposal submission to be due by 26 March 2021 2:00pm (ARIZONA TIME).
Amendment 03 to Solicitation W91RUS-21-R-0001 is to provide Government responses to industry's questions received on 24 February 2021. These responses have generated changes to the following documents: Solicitation schedule B, section L and section M, attachment 3, attachment 5, attachment 6, attachment 7, attachment 11, and attachment 14. Updated documents are uploaded in amendment 03. Proposal due date is still set for 26 March 2021 at 2:00pm (ARIZONA TIME).
Amendment 04 to Solicitation W91RUS-21-R-0001 is to update attachment 08 to coincide with the due date of the proposal due date set for 26 March 2021 at 2:00pm (ARIZONA TIME). Updated document is uploaded in amendment 04. Proposal due date is still set for 26 March 2021 at 2:00pm (ARIZONA TIME).
Amendment 05 to Solicitation W91RUS-21-R-0001 is to notify industry that any additional questions are due by 12:00PM (ARIZONA TIME) Thursday, 11 March 2021. No further Questions will be accepted after that date. Proposal due date is still set for 26 March 2021 at 2:00pm (ARIZONA TIME).
Amendment 06 to Solicitation W91RUS-21-R-0001 is to provide Government responses to industry's 2nd round of questions received on 11 March 2021. These responses have generated changes to the following documents: Solicitation Schedule B, Section L, Attachment 3-Ft. Combat Kansas Sample Task Order PWS (1-Version with track changes and 1-clean version, Attachment 4-Ft. Combat Kansas Sample TO DD254 (continuation sheet) (1-Version with track changes and 1- clean version), Attachment 6- Past Performance Questionnaire, Attachment 8- Past Performance Questionnaire Letter, and Attachment 11- Pricing Worksheet. Also included in Amendment 06 are the Questions and Answers provided in Amendment 03 with numbering- no changes to the questions asked or Government responses. Updated documents are uploaded in amendment 06. No further questions will be accepted at this time. Proposal due date is changed to 31 March 2021 at 2:00pm (ARIZONA TIME).
Amendment 07 to Solicitation W91RUS-21-R-0001 is to clarify the existing requirement that Offerors must have a final Top Secret Facility Clearance to be eligible for award and ensures consistency between IDIQ Attachment 1 DD 254 Continuation Sheets and IDIQ Attachment 13 IDIQ PWS. The requirement has been explained in previous answers to questions, but it is now captured in Section M explicitly to clarify. This has generated a change to the following document: Solicitation Schedule B, Section M. Proposal due date is still set for 31 March 2021 at 2:00pm (ARIZONA TIME).
Amendment 08 is to extend the proposal due date to 07 April 2021, 2:00pm (ARIZONA TIME) and update language in Sections H, L and M of the solicitation. Updated language is identified in red writing. The Past Performance questionnaire is updated to reflect the new proposal due date.

DESCRIPTION OF ACQUISITION: The US Army Network Enterprise Technology Command (NETCOM) Information Management Communication Services (IMCS) IV acquisition is to provide for non-personal services Telecommunications Support for C4IM (Command, Control, Communications, Computers, and Information Management) Unified Capabilities; Information Technology Services (ITS); Land Mobile Radio (LMR) Network Management; and Inside/Outside Plant (to include Tier I and II support). The acquisition anticipates supporting 103 installations for NETCOM.
