Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to conduct a limited competition between the Original Equipment Manufacturer Triumph Aerospace Structures (TAS), CAGE: 80378, and their authorized distributors Erie Engineered Products Inc. (cage: 98425), Northrop Grumman Corp. (cage: 61174), and Precision Mold & Tool Government Division (cage: 1HC54) for Handling Dolly, Multipurpose Aircraft Component (part number: 4140AS0100-1, NSN: 1730-01-668-9897) in support of the T-45 Aircraft Program.
As part of phase Maintenance of the T-45 Aircraft, a requirement exists to remove and install the nose and main landing gear of the aircraft. When the nose and main landing gear is removed and transported for inspections and maintenance a special dolly is required to ensure the landing gear is not damaged and remains secure. The Handling Dolly, Multipurpose Aircraft Component was designed specifically for this function. The Handling Dolly, Multipurpose Aircraft Component was developed and designed to safely secure the landing gear and ensure there is no damage. There are unique interfacing points of the Handling Dolly, Multipurpose Aircraft Component that secure the landing gear, as such this is the only dolly that can be used in this maintenance effort.
Triumph is the OEM of the commercial dolly and owns the technical data rights. The Government drawing package does not have adequate data to of the commercial dolly to allow for full and open competition.
The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
