05.16.2023 Amendment 001 is attached.

The Regional Procurement Support Office (RPSO) at the U.S. Consulate General in Frankfurt would like to invite your company to submit a proposal for Radio Equipment Accessories, on behalf of the U.S. Embassy Kyiv, Ukraine.                                                 

The complete offer package shall be e-mailed to Ms. Ielyzaveta Ishchenko ishchenkoIM@state.gov named on the subject “Proposal 19GE5023Q0045”, no later than 15:00 hours C.E.T. May 19, 2023.

All documents shall be submitted in the Microsoft word or the Adobe pdf format and shall be named / numbered to appear in the e-mail(s) in the correct sequence. The one exception is Exhibit A, the Itemized cost breakdown which shall be submitted as completed Microsoft Excel spreadsheet. The limit per e-mail is 50MB. Zipped files (.zip or .rar) are not permitted.

NOTE: No proposals will be accepted after the time specified above. Delay due internet connection issues/failure, delay on electronic correspondence transmission or processing will not be an acceptable excuse for late delivery of a proposal.

Submission shall be made electronically, i.e., by e-mail.

Please note:

  1. All communication and the award documents shall be in English.
  2. Please do NOT contact the Embassy directly regarding this project.
  3. VOLUME I, section 1 of the solicitation contains the pricing information you need to complete/submit. You may choose the currency of your offer, but we would like to point out that your chosen currency cannot be changed at any later date.
  4. An active SAM registration is a condition of award (See Section 2, FAR clause 52.212-4 (t)).
  5. Attachment A of the solicitation contains the representations and certifications you need to complete/submit.

The Contracting Officer reserves the right to reject any proposals that deviate significantly from the instructions in the solicitation and to waive any information or minor irregularities in proposals received. In addition, the Contracting Officer reserves the right to award the contract based upon initial offers received without holding discussions.
