Notice of Intent to Award Sole Source for BAE SYSTEMS - Diodes

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT.   The Army Contracting Command, Tenant Contracting Division, 6565 Surveillance Loop Rd, Aberdeen Proving Ground intends to issue a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, 10USC 2304 ( c ) (1) to BAE SYSTEMS 10920 Technology Place, San Diego, CA 92127, Cage Code: 12436.  NAICS Code is 541512 and Business Size standards $34,000,000.  The contractor shall provide the following:

XTS-Diode-EEW, Part # XTX-Diode-EEW, Qty: 2

DPA- File Transfer Application - Maintenance and Support, Part # FTA-MS, Qty: 2
Datagate Certified Datadump M&S, Part # DCD-MS, Qty: 4

BAE Systems is the original designer and manufacturer of the DATA DIODE, and they are also the original equipment manufacturers (OEM) support technicians and there are no other vendors that can perform maintenance and repair. Other contractors may have their own system but are not able to support BAE's technology. Only the vendor can provide qualified support technicians. (See detailed description – attached).

There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.  Vendors who are not registered in System For Award Management (SAM) database prior to award will not be considered.  Vendors may register with SAM by going on via web to https://www.sam.gov.  Responses must be received no later than 11:00 a.m., Eastern Daylight Time, 3 August 2023.  Responses should be submitted electronically to Andrew.a.bragason.civ@army.mil

This notice of intent is not a request for competitive proposals; however, the government will consider all responses received by the response date stated above.  A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  TELEPHONE REQUEST WILL NOT BE HONORED.
