Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested based on the requirements outlined in this combined synopsis/solicitation. A written solicitation will not be issued.  The Government intends to acquire commercial services using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

This solicitation, 9531BP-22-Q-0008 is issued as a Request for Quotation (RFQ), for a firm fixed price type purchase order to acquire Media Distribution and Monitoring Services for the Communications Division at the Federal Election Commission. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-06 eff. 05/01/2022.  This requirement is unrestricted. The NAICS Code for this procurement is 519130 Internet Publishing and Broadcasting and Web Search Portals with a Size Standard of 1000 employees. The offeror shall state in their offer their size status for this procurement. The contractor must bid on all Contract Line Items identified within the attached document.

The Federal Election Commission Procurement Office - Washington DC has a requirement to procure media distribution and monitoring services in accordance with the Performance Work Statement (PWS) for a base year and four option years.

Date, Time, and Place of Offers are Due: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 2:00 PM Eastern Time (ET), on Wednesday, 8 June 2022. All questions regarding this combined synopsis/solicitation 9531BP-22-Q-0008 must be received in writing at the email address listed below no later than 11:00 AM Eastern Time (ET) on Monday, 6 June 2022 to allow the Government time to review and respond accordingly. Questions received after the date and time specified above are not guaranteed to be answered prior to the solicitation closing date. Quotes should be e-mailed to the Point of Contact (POC) shown below by the closing date and time. It is the offeror’s responsibility to ensure that the transmission is received by the Government prior to the closing date and time. Offerors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Offerors are highly encouraged to download and review all attachments to this solicitation prior to submitting an offer.

Offerors must provide a complete quote including: CAGE code, Unique Entity ID, tax identification number (TIN), business size and System for Award Management (SAM) status, 52.212-3, and a sample newsletter (see para. 3.5 PWS).

Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial, which is incorporated by reference.

FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items is applicable. 52.212-2     EVALUATION--COMMERCIAL ITEMS (JAN 1999)

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, other factors considered, that offer the best value.

The Government intends to award, without discussions with offerors, a contract resulting from this synopsis/solicitation to the responsible offer whose quote represents the Best Value to the government.  The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
