Description

This is the synopsis for the annual bulk fuel procurement for the Inland/East/Gulf Coast/Offshore (IEG) purchase program. A Sources Sought Notice for this requirement was previously publicized under solicitation number SPE60222R0712 on June 16, 2022. A DRAFT Schedule B is also included in this posting.

The fuel procured from this buy will cover various locations in the Inland/East/Gulf Coast/Offshore region of the United States. The ordering period is the date of award through March 31, 2024. The delivery period is April 1, 2023 through March 31, 2024 with a 30-day carryover.  The methods of delivery will be tanker, barge, truck, railcar, and/or pipeline. This procurement will utilize full and open competition in accordance with (IAW) FAR 6.1 and full and open competition after exclusions of sources IAW FAR 6.2.

The total estimated quantities are as follows:

  • Fuel, Naval Distillate, F76 (NSN 9140-00-273-2379): 156,546,900 USG
  • Turbine Fuel Aviation, JAA (NSN 9130-00-359-2026): 873,429,800 USG
  • Turbine Fuel Aviation, JP5 (NSN 9130-00-273-2379): 223,782,700 USG
  • Turbine Fuel Aviation, JP8 (NSN 9130-01-031-5816): 286,600 USG

The products must conform to the following specifications:

  • F76: MIL-DTL-16884P
  • JAA: ASTM D-1655-19
  • JP5: MIL-DTL-5624W
  • JP8: MIL-DTL-83133K
