Description

The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), intends to negotiate and award a cost-plus-fixed-fee delivery order under the Basic Ordering Agreement (BOA) N00019-21-G-0006 on a sole source basis to The Boeing Company, 6200 JS McDonnell Blvd, St. Louis, MO 63134-1939. The delivery order placed under this BOA will provide Harpoon Booster Rocket Motor Ordnance Assessment Engineering Investigations with a base effort and two options. Contract award is anticipated for the third quarter of fiscal year 2022 and is anticipated to be for a base period of six months and two option periods of six months each.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  

The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon/SLAM-ER Weapon System and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the services anticipated under these orders. The Boeing Company is the sole owner of technical data for Harpoon/SLAM-ER and therefore is the only responsible source that can meet the Government's requirement. This notice of intent is not a request for competitive proposals.  A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
