Description
Project: The scope of this project consists of providing the necessary workmen, materials, and
equipment to provide a new PREP (Pantex Renewable Energy Project) power feeder circuit from the
PREP WTG’s (Wind Turbine Generators) to the Pantex NMS (North Main Substation). There is a
potential for adding fiber optic cable from the NMS communication hut directly to the WTG’s.
Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested vendors to contract to provide a new PREP power feeder circuit from the PREP WTG’s to the Pantex NMS at the Pantex Plant in Amarillo, TX. Pantex is a restricted access sites. Unannounced / unsolicited visitation to the site is not allowed. It is not envisioned that a site visit nor site access should be required for the purposes of response to this Expression of Interest solicitation.
CNS requires that the Subcontractor furnish the parts, labor, equipment, supplies, materials,
documentation, inspection, spare parts, personal protective equipment, and management required for the new power feeder circuit.
Background: The PREP (Pantex Renewable Energy Project) windfarm was built in 2014 as a joint project with the U.S. Department of Energy (DOE) and Siemens as part of an energy savings performance contract. The windfarm consists of five (5) 2.3MW wind turbines (numbered 6 through 10) that are located on the East side of FM2373. Each wind turbine has an output voltage of 690Vac, which is immediately stepped up to 34.5kV for distribution. From the wind turbines and step up transformers, the underground cabling (direct burial) runs West and South on the East side of FM2373 until it crosses under FM2373 to an overhead distribution line. The overhead line runs to the SMS (South Main Substation) where it is stepped down to 12.47kV and tied in to the secondary side of the T1 and T2 Main Distribution Transformers.
The subcontract will be administered by CNS using CNS procedures currently in place. Subcontractor performance will be monitored and measured by Subcontract Technical Representatives and the Subcontract Administrator.
General Scope Description: The scope of work includes the addition of Sectionalizing Transfer Switches (STS) to sectionalize each wind turbine and allow power to be delivered to either substation; an underground feed to create a loop at the WTG’s between the NMS and SMS; an overhead distribution line from the West side of FM2373 to the NMS; construct a new NMS PREP substation (breakers, transformers, overheads, communications, etc.) next to the existing NMS that is identical to that found at the SMS; fiber communications circuits from the NMS to the plant network; contacts and fiber communications from the new equipment provided under this project as well as existing electrical equipment (at the NMS and SMS) to the Pantex Power Monitoring System (PPMS); as well as access roads, fencing and grounding grids at the new NMS PREP substation.
It is intended that the selected entity will organize and perform integrated planning and development meetings to gather the necessary inputs to develop a master plan and implementation plans that will best encompass the requirements of all users and stakeholders and best match the project phased funding allocations.
CNS’s intent is to use information obtained from this Expression of Interest solicitation to develop a
Request for Proposal that will encompass the above services. Interested parties should respond to this Expression of Interest request, providing general qualifications to perform these services with specific attention to using interactive electronic procedures in a production facility. Include reference to any licenses and/or certifications held by your company and/or employees related to these areas as well as years’ experience for your company and/or employees in these areas. Include reference to and brief description of at least two successfully completed project that encompass the above scope or multiple projects that encompass the above scope should your company not have completed a single project containing all the above elements. This is not a Request for Proposal and responses should be brief.
Although CNS prefers to engage a single entity capable of performing all services required for all phases of the project, teaming or subcontracting arrangements will be considered as long as there is a single point of responsibility (single entity) for the project to which CNS can engage. An elaborate company portfolio or qualifications package is not warranted nor expected as a response to this Expression of Interest solicitation. However, documentation of your firm’s typical stages of delivery with example figures or tables showing or describing the types and format of typical deliverables for this type of project is essential. A business letter format consisting of a few pages expressing your entity's interest, outlining the above requested information, and containing attachments such as a company brochure or brochures covering these areas of interest will suffice.
