Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS.
This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Defense Health Agency, J-8 Directorate, Chief Financial Officer (CFO), intends to enter into a sole source Firm-Fixed Price contract with McKinsey & Company.
The contractor will assist the government in its oversight of cost and performance management; provide cost modeling services; assist the government in making pricing decisions; assist the government in its oversight of audit, accounting, and internal controls; and provide financial, data, and economic analyses using modeling and consulting services to improve evidentiary and data-driven policymaking for the Defense Health Program (DHP) and Military Health System (MHS) strategies to assist DHA in the performance of responsibilities.
The DHA J-8 has begun several projects, under other DoD contracts with expiring periods of performance, that require the types of services described above; and DHA needs continued support to finalize these efforts in order to accomplish various key DHA initiatives. These time-sensitive requirements must be completed by a vendor who possesses a deep understanding of DHA, its strategies, data domains, and can rapidly integrate ongoing strategic data needs and gaps in and across DHA offices. The continued efforts shall be finalized in order to support DHA with cost and performance management services built around the guiding principles of applying relevant leading practices for decision support with data analysis and consulting services to evaluate effectiveness of DHP appropriations and MHS policies.
The anticipated start date will be 29 September 2023, with a 12-month period of performance. Additionally, a one-year option period that if exercised would start on 29 September 2024.
