Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL)’s Signature Physics Branch in Hanover, New Hampshire intends to award a contract on a sole source basis to United Electronic Industries, Inc. upon the basis of the authority provided at FAR 13.106-1(b).
ERDC-CRREL intends to procure two (2) research-grade data acquisition (DAQ) systems and cards to measure acoustic signals to conduct scientific-grade acoustical measurements in cold and remote environments by creating an integrated system of three (3) or more DAQs of the same make and model to enable interoperable synchronous sampling with exactly the same sensitivities. The current single-DAQ system at CRREL includes one (1) United Electronics Industries (UEI) DAQ, and thus a minimum of two (2) additional UEI DAQs are required.
United Electronic Industries (UEI), Inc. has been identified as the only source capable of offering a product meeting the requisite specifications and interoperability requirements of CRREL’s existing DAQs. The ERDC-CRREL requires exactly the same DAQs as the makes and models in the current CRREL system to complete on-going research projects. ERDC-CRREL must build a larger connected suite of the same sensors to measure at the same time. The technical task of acoustic source localization and tracking is very sensitive to the shape of recorded waveforms, which includes both, the magnitude and phase. To provide correct technical performance, this task requires three (3) identical recording systems (DAQs) to avoid any inconsistencies due to internal hardware signal processing during data acquisition. ERDC-CRREL currently owns one (1) DAQs, thus require two (2) additional identical systems; full interoperability is required to allow the system to have precisely the same measurement sensitivity in every part of the sensing system and function seamlessly. While basic signal recording parameters, such as discretization frequency, can easily be made the same on different DAQs, the inner hardware implementation nuances can be different.
This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
