VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under $250K VHAPM Part 806.3 Other than Full and Open Competition Page 1 of 1 Original Date: 08/30/17 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: (36C250-21-AP-5617) Contracting Activity: Department of Veterans Affairs, VISN10, Cleveland VA Medical Center Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This activity proposes to solicit with Avantik, a large business to provide a maintenance agreement on the Tier III Tissue Processor. The contract will be a multi-year contract with the Base Year POP will be from 11-1-2021 through 10-31-2022. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This request is being entered as a sole source because these items must be installed by the manufacturer standards with the use of OEM parts, tools, and materials ONLY. All maintenance inspections and repairs must be done with OEM parts, tools, materials, and software to meet specific capabilities and specifications of the above stated equipment. Description of market research conducted and results or statement why it was not conducted: FAR 13.106-1-VIP queried using NAICS Code 811219 and tissue processor identified no SDVOSB or VOSB contractors that are third party contractors associated with Avantik. Proprietary parts, tools, materials, and software as applicable. - OEM Certified field service engineer. All maintenance inspections and repairs must be done with OEM parts, tools, materials, and software to meet specific capabilities and specifications of the above stated equipment. Third party vendors do not have access to OEM parts. Vendor must exhibit and be authorized the ability to complete all operational modifications according and under manufacturer specifications. This does not afford us the time to conduct direct market research as the VA Rule of Two cannot be met. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
