THIS IS NOT A REQUEST FOR QUOTE (RFQ) INVITATION FOR BID (IFB) OR REQUEST FOR PROPOSAL (RFP)
Purpose of Notice: To obtain a source list of interested/capable contractors to aid in market research, establishment of a method of procurement, basis for award, and or other procurement information useful to the Government¿s requirement.
A first Sources Sought was posted on November 23, 2021, however, after internal reviews the following have been updated to a new Sources Sought:
1. Order of magnitude has been updated as more than $100,000,000.00
2. The estimated period of performance has been extended from July 1, 2022 ¿ June 30, 2027 to July 1, 2022 ¿ June 30, 2030.
Project Title: Grand Coulee Dam Left and Right Powerplants Transformer Replacements, Columbia Basin Project, Washington.
Work is located at the left and right powerplants at Grand Coulee Dam, adjacent to the Cities of Grand Coulee and Coulee Dam, Washington, approximately 90 miles west of Spokane, Washington, in Grant and Okanogan Counties.
The Bureau of Reclamation (Reclamation) is conducting market research for the left and right transformer replacement, Columbia Basin Project. The left and right powerplants consist of 24 hydroelectric power generation units. Principle components of the work consist of removing and disposing existing power transformers as well as furnishing and installing replacement power transformers.
Estimated period of performance: July 1, 2022 ¿ June 30, 2030
Estimated Order of Magnitude: More than $100,000,000.00

Estimated Size Standard: $39.5 Million
Estimated Contract Type: Firm Fixed Price (FFP) Construction/Supply Hybrid, Indefinite Delivery Indefinite Quantity (IDIQ)
Estimated Principal Components of work to be performed includes the following:
1. Removing and disposing in service generator step-up power transformers
2. Furnishing and installing in service generator step-up power transformers
3. Removing and disposing spare generator step-up power transformers.
4. Furnishing and installing spare generator step-up power transformers.
5. Furnishing and installing new anchorage systems for the transformers ordered.
6. Modifying the fire protection system for the transformers ordered.
7. Making isolated phase bus modifications for final connections to the transformers ordered.
The intent of this notice is to identify potential interested offerors for the Left and Right powerplants transformer replacement, Columbia Basin Project. Reclamation is seeking qualified, experienced firm capable of providing the labor, equipment, and materials necessary to accomplish the Principal Components of Work identified above and as identified within the project specifications and drawings (specifications and drawings are not available at this time). Interested offerors are invited to submit the following information:
1. Statement of interest as a prime and/or subcontractor
2. Construction bonding level, aggregate and per contract
3. Point of contact information
4. Size status and/or SBA certification program for NAICS 237990 Other Heavy and Civil Engineering Construction
5. Firm¿s capability to successfully manage complex requirements
6. Recent projects similar in size, scope, and or magnitude
Responses to this Sources Sought are due No Later Than January 7, 2022.
