THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THE U.S. ARMY CORPS OF ENGINEERS DISTRICT, NEW ORLEANS, IS SEEKING SOURCES FOR SALTWATER MITIGATION AT EAST POINTE A LA HACHE WASTEWATER TREATMENT PLANT PLAQUMINES PARISH, LOUISIANA FOR THE U.S. ARMY CORPS OF ENGINEERS. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-23-R-0095. The NAICS codes for this proposed acquisition is 624230. The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized. The US Army Corps of Engineers, New Orleans District, solicits a capability statement from all qualified companies.
The work consists of a system that will treat the municipal water produced from the current plant that coagulates and settles in the Mississippi River water. The supplied components should include a complete industrial type packaged mobile water treatment system producing high purity water by removal of dissolved minerals, bacteria, particles, and organic impurities. The system provided should utilize a closed-circuit reverse osmosis design with necessary pre-treatment filtration, which can achieve up to 90% recovery to minimize waste and operating costs. The system should be designed for continuous automatic operation, controlled by the water level in the discharge tank.
The work components include inbound/outbound freight and monthly rental of a pre-treatment microfiltration trailer unit, a reverse osmosis trailer unit, and a neutralization container as part of the mobile WTP. System will be capable of providing acceptable drinking water per the National Primary Drinking Water Regulations (NPDWR) set by EPA. The onsite start-up will include commissioning, training, and decommissioning of the trailer units and should be handled by the water treatment system engineer. The anticipated duration of this rental effort is a period of 6 months.
The Plaquemine Parish Government (PPG) to provide the following: all piping and necessary supports along with tie-in fittings and connections, all electrical equipment and upgrades, all chemical additives, unloading/loading of all equipment and components, the pressure reducing valve and pressure safety valve to assist in controlling the incoming water feed pressure between 10-20 psig. and personnel to adhere to the supplier’s daily operation and maintenance requirements.
All interested companies meeting our stated criteria are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include: 1) Firm name, address, telephone and fax numbers. 2) Identification of the company's size certification based on NAICS code 624230. 3) identification of the company’s emergency mobilization response time in providing this requirement.
IMPORTANT: Responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This sources sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of any assessments. Statements that do not meet all requirements or submitted within the allotted time will not be considered.
