Description

Navy Region Southwest (NRSW) N40 is tasked with ensuring future water sustainability and security in support of military operations for installations throughout the NRSW. A specific focus of interest are those installations that utilize their own groundwater (NAS Fallon) in state’s that are dealing with a severe water shortage and those installations covered under California’s Sustainable Groundwater Management Act (SGMA). Currently, those bases include Naval Base Ventura County (NBVC), Naval Air Weapons Station China Lake (NAWS CL) , Naval Air Station Lemoore (NASL), and Naval Support Activity Monterey (NSA

NRSW seeks program technical support for its water resilience program, to focus specifically on groundwater/surface water program management and continuity. The support will lead support for NRSW installation water rights litigation, manage technical aspects of water resources projects, provide briefings and reports, review documents, track federal, state, and local water resources requirements (e.g., Sustainable Groundwater Management Act (SGMA)), and coordinate with other Services in the West on water resilience issues.

These services were previously performed by NRSW personnel however, due to the increase in active water right litigations, pressure from state legislature and regulations, contractor support is required due to lack of internal resources.
