Description

THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Network Contracting Office 9 Central Region, 1639 Medical Center Parkway, Suite 400, Murfreesboro, Tennessee 37129 will be soliciting an Invitation for Bids (IFB) on or about 04/06/2022 for construction services for the following project: Project# 621-22-136 - Update Mountain Home Site Lighting at the Department of Veterans Affairs, James H. Quillen VAMC, Lamont Street and Veterans Way, Mtn. Home, TN 37684. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) PROJECT MAGNITUDE: Between $100,000.00 and $250,000.00 NAICS: 238210 - Electrical Contractors and Other Wiring Installation Contractors SMALL BUSINESS SIZE STANDARD: $16.5 Million PROJECT OVERVIEW: Project will consist of but is not limited to site inspections; validation of existing underground utilizes; pole base, outdoor lighting fixture, and poll installation; trenching; backfill; lawn repair; direct bore; cutting and patching concrete and asphalt; electrical circuit tracing and repair; installation of underground conduit, wire, and pull boxes; and additional miscellaneous improvements; and modifications as required to provide a complete and functional site lighting system as designated below: Contractor Shall Investigate and troubleshoot circuiting for loss of power at existing fixture 116-1. Provide and install new polymer concrete pull box if required, underground conduit and wire from existing circuit at fixture 116-2 located on the other side of Lamont Street. Provide direct bore beneath roadway. Contractor Shall investigate and troubleshoot circuiting for existing fixtures 8-35, 8-34, 8-30, voltage is 120 instead of the required 208. Provide and install new polymer concrete pull box if required, underground conduit and wire for these fixtures back to existing circuit at fixture 8-37. Contractor shall Investigate and troubleshoot circuiting for loss of power at existing fixture 8-44. Provide and install new underground conduit and wire from existing polymer concrete pull box on the west side of fixture 8-43. Provide and install a new concrete polymer pull box (existing one is broken). Existing fixture 8-23 has been removed. Provide and install new pole and fixtures on existing pole base. Contractor shall repair drooping fixture head on existing fixture 8-22. Existing fixture 200-17 is leaning. Demo existing pole and fixtures. Provide and install new pole and fixtures on existing pole base. Contractor shall provide and install pole, fixtures, and pole base for new fixtures 8-90B. Locate and intercept underground conduit and wire for existing circuit near fixture 8-90. Provide and install polymer concrete pull box if required, underground conduit, and wire to feed new fixture. Page 2 of 3 Contractor shall provide and install pole base for new fixture 8-90A. This Antique fixture will be provided by the VA for contractor installation. Locate and intercept underground conduit and wire for existing circuit near existing fixture 8-90. Provide and install polymer concrete pull box if required, underground conduit, and wire to feed new fixture. Contractor shall provide and install pole base for new fixture 8-58A. This Antique fixture will be provided by the VA for contractor installation. Locate and intercept underground conduit and wire for existing circuit across the street from existing fixture 8-58. Provide and install polymer concrete pull box, underground conduit, and wire to feed new fixture Anticipated completion time from Notice-to-Proceed is 240 calendar days for the base bid. IMPORTANT NOTICE: Apparent successful offerors must have a current VETS 4212 report on file with the Department of Labor, registered in SAM, and must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) of their SDVOSB status in accordance with 38 CFR Part 74 and VAAR 819.709 by submission of documentation of veteran status, ownership and control sufficient to establish appropriate status, offerors must be both visible and verified by the Department of Veteran Affairs CVE at the time of submission of bid. Failure to be both verified by CVE and visible on https://www.vip.vetbiz.gov at the time of bid submission will result in the bid being deemed non-responsive. All offerors are urged to contact the CVE and submit the aforementioned requirement documents to obtain CVE verification of their SDVOSB status if they have not already done so. Questions related to this requirement will only be addressed in writing by way of email to the Contracting Specialist at Michael.brown1305@va.gov. The Project Number, Project Name, and Solicitation Number must be included in the subject line of all questions related to this requirement. No questions will be considered until the actual solicitation is released on or about 04/06/2022.
