8 March 2023: UPDATE

The Government intends to extend the deadline for proposal submission, and will issue an amendment to the RFP to reflect the extended date in conjunction with secure distribution of bidders' Q&A. This solicitation posting will be updated to notify all interested parties of that secure distribution, and to issue the RFP amendment.

2 March 2023: AMENDMENT 0001 to SOLICITATION N00024-23-R-5310

Amendment A0001 and Q&A 001 are hereby posted and available for potential Offerors. The changes are highlighted in the solicitation amendment, and a courtesy "conformed" copy is also attached. Bidders' questions have been edited for clarity and to remove any potential identifying information. Questions that were submitted by more than one potential offeror are only stated and answered once.

Any bidders’ questions related to the detailed Statement of Work and selected attachments are CUI and will be distributed separately on a future date, via secure transmission to those potential offerors who were approved to receive CUI as of 17 February 2023. This solicitation posting will be updated to notify all potential Offerors of the distribution status of any separately transmitted CUI.

The Naval Sea Systems Command (NAVSEA) is hereby issuing a competitive Request for Proposal (RFP) for a Nationwide Maritime Surveillance System (NMSS) for the Egyptian Navy (EN).

Information regarding this requirement was previously posted under Presolicitation Notice ID N0002423R5310, “Egypt Nationwide Maritime Surveillance System (NMSS).” System for Award Management (SAM) is the single point of entry for publication of the solicitation and any applicable amendments to the internet.

Prospective offerors approved by the Contracting Officer may receive controlled unclassified information (CUI) to support proposal preparation. To be approved, prospective offerors shall agree to and submit a signed Terms of Use Agreement (TOUA), and provide a copy of their active DD Form 2345, Militarily Critical Technical Data Agreement, to the points of contact listed below. See the attachment for additional detail and instructions.

Prospective offerors that were already granted access to the CUI provided during the pre-solicitation phase are not required to resubmit the TOUA and DD-2345, but must still submit a request via email to the Contracting Officer and Contract Specialist for access to additional CUI attachments supporting this solicitation. As part of the email request, the Offeror shall either (a) provide written confirmation that it will adhere to under the previously executed TOUA in support of the presolicitation, or (b) provide an executed copy of the TOUA attached to this solicitation.

Prospective offerors that plan to enter into teaming arrangements may only share CUI with subcontractors who have submitted an executed TOUA and DD-2345, and been granted approval by the Contracting Officer.

All questions shall be received by 17 February 2023 to allow the Government adequate time to prepare and issue responses to all Offerors prior to the proposal due date. 

Unclassified questions and comments should be electronically submitted using the format provided in Attachment 3, Q&A, to the Government points of contact identified in this notice. Any questions or comments that are submitted may be publically released under this solicitation notice.

Any questions that contain CUI shall be submitted as password-protected document, with a separately transmitted password, to the Government points of contact identified in this notice. The Government will provide CUI responses to any prospective offerors that have been approved to receive CUI by the deadline for receipt of questions, via DoDSAFE transmission.
